Photos of Abandoned Dogs in Hurricane Harvey Are Breaking the World’s Heart…

There isn’t much excuse for this. 

Photos taken by Ruaridh Connellan for Daily Mail of dogs in Hurricane Harvey have made their way around the world and not for a positive or inspiring reason. The photos show dogs left in the wake of Hurricane Harvey chained and abandoned. It’s clear that these pups were not strays left to their own devices for survival, but pets that were forgotten in the chaos of evacuation of the tropical storm.

The Daily Mail photographer snapped this picture in Victoria, Texas and then freed the dog from the telephone pole rising out of the flood waters. And the saddest part is that it wasn’t the only dog that was found tied up in Victoria. This poor dog was also chained outside a mobile home while its family fled the storm.

The police chief in Roman Forest, 150 miles north of Victoria, made it clear that this is animal abuse.

“I promise you, that I will hold anyone accountable that unlawfully restrains their dog in extreme weather conditions,” Chief Stephen Carlisle said in a statement on Friday.

“Dogs are your family members too.”

Animal abuse in Texas will be met with harsher punishment starting in September. A law was passed that will hold abusers accountable for up to a decade in prison if found guilty. That means that if the Texans that chained their animals up in Hurricane Harvey are found, they could fall under this law and spend ten years in prison.

And while everyone suffered in the wake of Hurricane Harvey, from Corpus Christi to Houston, this level of neglect is difficult to excuse. Pet owners in Texas and along the Gulf Coast were warned well ahead of time that this would be a catastrophic storm and to be prepared.
